10 YEARS OF "LIGHT TOUCH" INTERNET REGULATION

A close look at 10 years of internet content regulation shows that the authorities have generally kept their promise of applying the law with a “light touch”. Also as promised, the light touch policy has not meant a totally hands-off approach. The government has occasionally felt compelled to use strong measures where subtler controls may have sufficed in the pre-internet age.
